Step 2 – Select Participants

Think about who you want to involve in your exercise. For example, do you only need participants from certain departments within your utility? Or, do you also need to invite people from outside your utility, such as local emergency management personnel, state primacy agency personnel, or critical customers such as a hospital? Do not forget that you will need to identify a facilitator, evaluator(s) and, if desired, observers for your exercise. More information on these roles and suggested players can be found in the “Learn How to Design a Tabletop Exercise” section of this tool.

Once you have identified whom you want to invite, list them in Appendix B of your SitMan.
