Step 4 – Develop Scenario

The scenario for a TTX is the story line that drives the exercise. Scenarios should be as realistic as possible and be designed to test and evaluate the resources or plans of the utility. The scenario (e.g., flood, earthquake, vandalism) should be based on the exercise goals and objectives from Step 1. The example scenario provided in the SitMan should be customized so that the incident details and impacts are specific to your utility and locality.
